The Department of Treasury and Finance require a highly motivated and passionate People and Culture Business Partner

A highly motivated People and Culture Business Partner is required within our Corporate Delivery Services (CDS) group in the Department of Treasury and Finance (DTF). The CDS group encompasses Executive Services, People and Culture, Information and Technology Services and Integrity.

DTF provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.

About the role

We require a fixed term VPS 4 People and Culture Business Partner. The key accountabilities are:

  • Provide high level analysis, expert advice and support to departmental people managers and staff on employee relations, industrial relations, grievances, change management and other employee relationship matters, which may include advice on relevant policy/practices, legislation and the Victorian Public Service Agreement
  • Develop, deliver, manage, advise on and support a range of other people management functions which may include performance management, workforce planning, policy development and implementation, capability development and reporting
  • Provide guidance, advice and direct services to people managers and staff in a broad range of HR and organisational development areas, including people management, HR processes, culture and behaviour change, capability building and change management
  • Build and maintain sound relationships with key stakeholders to become a trusted advisor on people and culture issues within the department
  • Support and contribute to the work of the broader People and Culture team to achieve team and broader divisional goals

To be considered for this role, you must demonstrate the following:

  • Proven generalist capability across the HR spectrum including ER, IR, OD, OH&S wellbeing and coaching and facilitation
  • Experience in delivering a range of HR services and advice including remuneration, performance management, case management, recruitment, reporting, OD and change management
  • Experience in identifying, advising, resolving and implementing complex people issues
  • Experience in negotiating with and influencing senior stakeholders through strong interpersonal and relationship management skills
  • Capacity to set priorities and maintain constructive behaviours within a complex, busy and quickly changing environment
  • Excellent written and verbal communication skills
