JOB DESCRIPTION

We are seeking a HR Manager - Payroll and Personnel with previous Government experience.

Responsibilities of this position

Policies and planning

  • develops recommendations to inform decisions and policy development relating to HR management, industrial and employee relations issues, relevant awards, agreements and best practice
  • provides consultancy and advice on HR management, industrial and employee relations issues to internal and external stakeholders
  • assists in developing, recommending and implementing strategic and operational policies
  • assists with operational and strategic Human Resources planning.

Management

  • monitors, manages and provides high level consultancy and advice relating to:
    • the application and interpretation of industrial instruments and related policies and procedures
    • quality assurance and continuous improvement of operational processes
    • employee entitlements within relevant awards, agreements and Office policy
  • initiates and coordinates the early intervention and resolution of workplace conflict
    • conducts simple investigations and oversees independent, complex investigations
  • assists managers with the resolution of human resource, industrial relations, grievance, dispute, disciplinary and performance management issues
  • liaises and consults with external stakeholders (e.g. Union, Public Sector Labour Relations and the State Solicitor's Office) in consultation with key stakeholders
  • work with the Chief Audit, Security and Compliance Officer to ensure legislative and organisational compliance
  • researches and analyses complex Human Resource management plans and provides recommendations or options to meet organisational needs and resolve problems
  • provides recommendations and support to the Director, Workforce and Development
  • participates on internal and external forums as appropriate
  • assesses team capability and promotes or develops programs for succession planning, talent management, effectiveness and efficiency.

Human resources

  • manages the delivery of quality payroll services; legislation interpretation and application in the HRMIS
  • manages employment contracts and arrangements to ensure alignment with strategic directions, public sector legislative compliance and administrative requirements
  • monitors and manages employee entitlements within relevant awards, agreements and Office strategic directions and policies
  • monitors management information systems to enable outcome evaluation, reporting and management
  • monitors and manages specialised Human Resources reporting to comply with organisation and public sector requirements
  • coordinates workplace change processes and policies relating to industrial relation decisions, public sector policy and legislation.

Undertakes other duties and special projects as required.
