About us

COVID-19 Quarantine Victoria (CQV) is responsible for Victoria's COVID-19 Accommodation response, including:

  • Mandatory quarantine for returned overseas travellers
  • Emergency Accommodation for people that cannot safely isolate/quarantine in their accommodation.

The Victorian Chief Health Officer has mandated that all returning overseas travellers arriving in Victoria must go into mandatory quarantine for 14 days from the day of their arrival to help prevent the spread of coronavirus (COVID-19).

In addition, CQV is responsible for the operation of Victoria's Emergency Accommodation program for community members and their close contacts who have tested positive for COVID-19 and where an assessment has concluded that there are no other suitable alternative accommodation options for self-isolation.

Infection control and prevention is the primary objective of the mandatory quarantine and emergency accommodation programs.

About the role

As the Safety Manager you will oversee safety, risk, and compliance at all quarantine hotels within mandatory quarantine and emergency accommodation program to ensure that a safe working environment is always maintained. You will provide a high level of advice and support to staff and senior leaders to establish, implement and maintain safety systems and controls to effectively deliver the mandatory and emergency accommodation program activities. As the Safety Manager you will be responsible for championing the health and safety agenda for the program with an ability to manage safety and risk in a dynamic and complex environment. 

You will implement and drive the existing OHS Management system requirements providing guidance and advice in partnership with the executive, senior leaders, and site managers. You will analyse, report, and communicate to stakeholders the safety status, improvements and actions of the program across all workplaces.

You will be responsible for establishing and maintaining effective relationships with key internal stakeholders as well as those within government and the non-government sectors including hotel service to ensure the Department meets its responsibilities under Health and Safety Laws (Occupational Health and Safety Act 2004, Occupational Health and Safety Regulations 2017 Dangerous Goods Act 1985 and Workplace Injury Rehabilitation and Compensation Act 2014).

The key to success in this position will be the ability of the individual to use their technical knowledge and experience to advise, influence and embed systems and processes, while driving safety performance across the CQV program.

The role will work in metropolitan locations as required in support of the mandatory quarantine and emergency accommodation program, with the flexibility to maintain work from home as required.

You and your staff will be required to comply with infection control procedures in place which includes wearing Personal Protective Equipment (PPE), the need to be fit tested for N95 mask use and to be vaccinated against Covid-19. You will be appropriately trained to undertake this key role to ensure your personal safety.

This role also includes:

  • Work collaboratively to identify process and performance gaps and influence program executives and stakeholders in developing, promoting, implementing, and reviewing safety initiatives.
  • Provide leadership and direction to a team of Safety Advisers responsible for day to day operational safety within a group of hotels and ensure the effective use of those resources. 
  • Ensure a comprehensive risk and hazard register is maintained for all hotels in the program to record, track and monitor strategies and actions to mitigate risk or close out hazards and incidents.

About you

As our ideal candidate, you will have:

  • Demonstrated comprehensive knowledge, understanding and experience in the application of OHS legislation, compliance codes, codes of practice and regulations.
  • Relevant significant industry experience in occupational health and safety management systems
  • Demonstrated experience in the identification of OHS risks and developing, implementing, and evaluating preventative strategies.
  • Demonstrated expertise in consulting with senior leaders and managers in the delivery of key outcomes in health and safety, change management and related workplace improvement initiatives.
  • Demonstrated experience in delivering cultural change in occupational health, safety, and wellbeing. 
  • Relevant tertiary qualifications and demonstrated extensive experience (5 years+) are required.
  • A full and current driver's license is required due to the need to work across different locations.
  • Professional membership in a safety organisation will be highly regarded.
