Health Protection and Licensing Services (HPLS) has a broad range of employment opportunities and is looking to increase the COVID-19 team to manage the department’s expanded responsibility related to COVID-19 compliance activities. The work of SA Health’s Health Protection and Licensing Services is targeted at protecting and promoting public health and wellbeing and touches the lives of all South Australians every day. We make an important contribution to the conditions and environments that keep people safe and healthy, enhance quality of life, and significantly reduce the need for treatment and the anguish caused by illness and injury. Importantly, in protecting and promoting public health and wellbeing, we also contribute to the economic wellbeing of South Australia.

We achieve this through developing and administering public health legislation on behalf of the Minister for Health and Wellbeing and the Department to protect the South Australian community; by providing authoritative high-level advice on public health issues; and working in partnership with Local Government, other government agencies, business, non-government organisations and the community.

The Manager COVID-19 Compliance Section is responsible for:

  • initiation, planning, implementation, co-ordination and delivery of programs, strategies, policies and procedures for the effective administration (implementation, monitoring and community compliance) of the Emergency Management Act 2004 (EM Act) and other South Australian public health legislation and regulations state-wide across South Australia.
  • provision of expert consultancy and advice to the other State portfolios and regulators (e.g. DPC and SAPOL) for effective administration of the EM Act and other South Australian public health legislation across multiple settings.
  • provision of expert consultancy and advice to local government regarding effective, consistent and co-ordinated management of compliance.
  • formulation of programs, policy, priorities and systems for a consistent and co-ordinated approach to COVID-19 compliance across State agencies and between State and local government agencies.
  • effective management of investigations of non-compliance with legislation; and, recommending administrative action, prosecution or other action as appropriate.
  • exercising delegated authority on behalf of Department of Health and Wellbeing under the Emergency Management Act 2004 (EM Act), other SA public health legislation and Expiation of Offences Act.
  • provide expert consultancy and advice on highly complex, innovative and sensitive matters.
  • efficient functioning and management of the COVID-19 Compliance Section and deployment of its resources.
