About the Role
Reporting to the Director Corporate Services, the Manager People and Culture is responsible for the provision of operational and strategic advice in relation to human resource management and organisational development. The Manager People and Culture will work cross-functionally to support the Executive Leadership Team, Council Leadership Team and Council Staff with regards to future workforce planning, policy management, retention and recruitment strategies, learning and development plans and other generalist HR activities as required.

Specific responsibilities include:
  • Provide advice and guidance on strategies and practices that promote, transform and embed the values and constructive behaviours of employees of the Kangaroo Island Council
  • Identify, design and implement human resource strategies and solutions to achieve agreed outcomes relating to organisational development such as training, organisational assessments, and talent management
  • Provide strategic advice to the organisation, in interpreting and implementing human resource policy including; change management, workforce planning, industrial relations/EBA agreements, retention and workplace health and safety
  • Review Council’s human resource policies and procedures and make recommendations to update these documents as required.
  • Implement and maintain the organisation’s learning and professional development plan and program including Training Needs Analysis and identifying career development opportunities
  • Research, plan and provide expert advice on recruitment, retention and remuneration strategies and processes that support Council’s objective to be an employer of choice
  • Undertake and/or oversee position description design and classification evaluation to ensure they accurately reflect duties and appropriate classifications
  • Deliver a high level of proactive and reactive support, management and advice to the organisation in employee and industrial relations including disciplinary matters and investigations, EEO and case management
About You
You are an experienced HR professional with a track record of leading and managing organisational change and shaping positive workplace culture. You are friendly, approachable but importantly, influential, and able to communicate effectively with people at all levels. Further to this you:
  • Have demonstrated experience in dealing with highly sensitive information
  • Can translate legislative and statutory obligations into practical procedures and work practices
  • Can anticipate workflow and introduce innovative responses to high workloads and complex issues
  • Are committed to positive, collaborative and service-oriented relationships
  • Have strong people management skills, including motivating, negotiating, and mentoring staff
  • Possess a high level of computer literacy skills and excellent oral communication and report writing skills
  • Can exercise sound judgement and have strong emotional intelligence
